Digong tells Yolanda Survivors: Bahala na kayo sa 'Bagong Bahay' n'yo!
During Sec. Dino's trip in Tacloban City, the President gave the secretary a daunting task of fixing Yolanda survivor's plight that has not been addressed for 3 years.
The President's mandate is to make sure every victim of typhoon Yolanda in Tacloban will have a home on Christmas day.
Here's how this development transpired.
November 8, 2016 - Yolanda Anniversary
President Duterte directed Presidential Adviser for the Visayas, Michael Dino, to use his office as a coordinating body of the agencies tasked to provide permanent shelters and livelihood to those displaced by Yolanda.
Duterte vowed to return to Tacloban a month later to check on the progress.
“Kindly ask everybody to cooperate. Do not delay government project,” Mr. Duterte said.
President Duterte arrived in Tacloban, considered ground zero of Yolanda, at 3:19 p.m. and immediately proceeded to the mass grave site in Barangay Basper where he offered a wreath to the 2,200 people who were buried there.
In his speech, Mr. Duterte didn’t mince words in his disappointment with how the national government provided assistance to the survivors of Yolanda.
He pointed out the delay in the transfer of displaced families to permanent shelters as well as the lack of water in relocation sites and livelihood assistance to the survivors.
“IIlang tao palang ang nakatira sa mga permanent houses (Relatively few people have been living in permanent houses). I am not satisfied. As a matter of fact, it is BS to me. Three years, wala pang nakatira lahat (Three years on and nearly everybody has not been settled in permanent housing),” the President said during his speech.
Days after, the Secretary seemed relentless and was working real hard, determined to defeat the humongous task ahead of him.

"Last Saturday the team had an ocular inspection in one of the relocation sites in Tacloban where Yolanda victims will be relocated by the end of the month. Basic necessities like water are there for short term solution. Electrical posts are already installed, the electrical lines will be set up before the victims occupy. The whole village is still not fully complete." -Nov. 14, 2016

"OPAV went to Ilo-ilo City who also have problems in relocating the Yolanda victims in their new homes due to various issues like land dispute and basic necessities. PA Dino insisted that the line agency should submit a status report of each 66 relocation sites to know the problems and how to solve them." -Nov. 19, 2016
"PA Dino and OPAV team had another meeting with line agencies, discussing the timelines and progress of the current relocation of various families in Tacloban who were affected by Yolanda. "OPAV team went to Northern Cebu. Our first stop is Daanbantayan. The contractor committed to turn over 36 units before December. There are a total of 650 units." -Nov. 20, 2016
"Our second stop is in the town of Medellin. The contractor comitted 90 units by December. Water is available for short term solution. Electrical posts are already established. By December we will be seeing the occupants with their new home by Christmas." -Nov. 20, 2016
"Our last stop is the Bantayan Island relocation site. The construction of the relocation site is on hold because the whole Island is considered to be a protected area and no building shall be erected. In the meantime the office will find ways to solve the issue. However, the NHA and the contractor has committed to provide 100 units for the victims of #Yolanda; being aware about the TRO, they will continue to work on these houses." -Nov. 20, 2016
"Most of the problems right now concerning Yolanda housing project in Cebu Province are the permits, paperworks and TRO. That is why the Office brought all the line agencies and the land developers in one meeting to solve problems with their permits and paper works to fast track everything." -Nov. 21, 2016As the relocation sites get completed, Yolanda survivors have started moving in to their new houses.
More concrete results are showing up.
"Today, we visited North Hill Arbours. The occupants are now cleaning their homes before tomorrow's official turn over. Basic necessities are now available and easily accessible. About 280 families will relocate tomorrow. The whole village is still not done as units are still being built but the place is livable and safe." -Nov. 27, 2016
Ceres buses have arrived in Tacloban and now parked at the Astrodome. The buses will help carry the settlers from their old homes to their new homes tomorrow. The buses will stay for 6 months to ensure that the students can go to school and occupants whose jobs are in the city can go to work. PAV Dino reiterated that the President’s tapang at malasakit (courage and compassion) are exemplified by making the transfers move in “Duterte Speed”. “Noong pumunta siya rito [Duterte], talagang he was not mad. Deep inside, he felt sad that ‘Bakit? After three years, how come ‘yung mga tao nasa shanties pa rin? So now, at least within 18 days from that day, nakapaglipat tayo ng 280 families.
