Duterte to seek P4.1-trillion budget in 2020

MANILA -- President Rodrigo Duterte will ask Congress for a P4.1 trillion national budget in 2020, 10 percent higher than the current year, officials said Monday.

The 2020 budget will be cash-based and will include an estimated P233.3 billion in extended payments from 2019, Budget Assistant Secretary Rolando Toledo said.

Under a full implementation of the cash-based budgeting, government will have 1 year to obligate and deliver projects and an additional 3 months to pay contractors for what was delivered by the end of the fiscal year, said Budget Usec. Janet Abuel.

Speaker Gloria Macagapal-Arroyo asked for a briefing on the 2020 budget on Monday to prevent delays that plagued the 2019 General Appropriations Act, which was signed in April.
Arroyo said the public works department had a budget ceiling of "less than P500 million" but the proposal went up to P600 million. "That's something we want to avoid in this coming budget," she said.

The ceilings for the 2020 budget will depend on government agencies' proposals, Abuel said.

Malabon City Rep. Federico Sandoval, vice chairman of the Committee on Appropriations, said the House respects Duterte's veto of some line items.

Sandoval said flood control projects in his districts were affected by the veto.

House Minority Leader Danilo Suarez said the veto could affect employment, job generation and anti-poverty projects. "That’s up to the economic managers to answer those questions later if we are proven right in our observations," he said.
